The 2nd Global Youth Forum for a Culture of Lawfulness was held at the Kyoto International Conference Center from 3 to 4 December 2022.

At the opening ceremony, Mr. TAKAMI Yasuhiro, the Parliamentary Vice-Minister of Justice, delivered the opening remarks on behalf of the Minister of Justice. We were honored to have Her Imperial Highness Princess Tsuguko of Takamado offer an address again after delivering remarks at the 1st Global Youth Forum. Mr. John Brandolino, the Director of the Division for Treaty Affairs of the United Nations Office on Drugs and Crime (UNODC) delivered a video message to the participants.

After the opening ceremony, the keynote speech was delivered by Ms. KODA Mari, a dancer/actress, under the title of “A Life of Dance~From Hollywood to Correctional Facilities~”.

Over 100 youths from more than 50 countries and regions registered for the Youth Forum either in-person or online. Under the overall theme of “The Role of Youth in Achieving a Diverse and Inclusive Society”, participants were divided into two group sessions and discussed two thematic agenda items: “Building a Society Free from Online Defamation and Cyberbullying” and “Youth Involvement in and Disengagement from Organized Crime: The Role of Youth in Preventing Organized Crime”

At the end of the forum, the participants adopted recommendations that were presented at the UN Commission on Crime Prevention and Criminal Justice (CCPCJ) the next day, 5 December.
