Necessary to Secure Residences for Released Prisoners with Nowhere to Go
Among released prisoners, there are a large number who cannot secure a place to live and, thus, reoffend. As a result, some offenders fall into a cycle of alternating between life in prison and life in society. Accordingly, securing “housing”, which is the foundation for self-reliance, is essential for preventing the recidivism of prisoners.
Measures for securing housing
In order to secure temporary housing for released prisoners with nowhere to go, offender rehabilitation facilities had been the main organizations commissioned by the state to house them and provide lifestyle guidance to help them adapt to life in society.
However, there were still many released prisoners with nowhere to go, so the Ministry of Justice strengthened the ability of offender rehabilitation facilities to accept offenders and has been implementing measures to secure housing through “urgent housing security and self-reliance measures” since 2011.

Urgent housing security and self-reliance measures

The urgent housing security and self-reliance measures that started in 2011 utilize empty beds in facilities managed by NPOs. These facilities are called self-reliance support homes registered in advance with probation offices, and probation offices consign daily life guidance and the provision of accommodations and meals where required.
