The exchange of a memorandum of cooperation (MOC) between the Ministry of Justice of Japan and the Ministry of Law and Human Rights of the Republic of Indonesia

 The first MOC with a foreign ministry of justice was exchanged with the Ministry of Law and Human Rights of the Republic of Indonesia concerning legal administration.

1. History and background

 The Ministry of Justice promotes strategic cooperation with foreign countries in the field of law and justice as one of the pillars of “justice affairs diplomacy”, and as a tool, signs memorandums of cooperation (MOC) on comprehensive cooperation with the ministries or departments of justice in partner countries.
 When former Minister of Justice Yoko Kamikawa visited Indonesia’s Ministry of Law and Human Rights in September 2017, discussions were held between the two ministries after she proposed creating an MOC.
 With Yasonna Hamonangan Laoly, the former Minister of Law and Human Rights of Indonesia coming to Japan to attend the 57th Annual Session of the Asian-African Legal Consultative Organization (AALCO), which was held on October 9 and 10, 2018, it was used as an opportunity to hold a signing ceremony for the MOC with Minister of Justice Takashi Yamashita.
 So far, the Ministry of Justice has had a history of exchanging MOCs in individual fields such as technical intern training, but for legal administration in general, it is the first time to exchange an MOC with the ministry of justice of a foreign country.

2. Outline of the MOC

 The two ministries, as partners sharing common values such as the rule of law and democracy, aim to enhance cooperation and mutual support in the fields of law and human rights of each country and will further develop friendly relations by promoting and enhancing cooperative activities including holding seminars, exchanging good practices and capacity-building development in the following fields:
  ・ Systems and their operations regarding immigration
  ・ Systems and their operations regarding offender treatment such as institutional treatment including correctional facility architecture and community-based treatment
  ・ Development of the legal system in the civil and commercial fields
  ・ International conferences to be hosted by both ministries
  ・ Promotion and protection of human rights
  ・ Other activities decided by both ministries
