1. Revocation and Suspension of a Certificate

    When a certificate should be made invalid permanently (that is, when items listed in a certificate are changed or an IC card is broken, etc.), a certificate shall be revoked based on an application.

    In addition, in such cases as when an IC card is stolen, a certificate should be able to be suspended through a procedure easier than procedure in the case of revocation. There are two opinions concerning the validity of a suspended certificate. One of them is that a certificate could be effective from the beginning of suspension if no application for revocation is received during a fixed suspension period (e.g. 2 business days) and would only be revoked from the beginning of the suspension period if an application for revocation is made. The other is that a suspended certificate could be deemed invalid during the suspension period regardless of whether a revocation application is received(see 4(2)d(b)ii(iii)).

(i) Procedures for Revocation of a Certificate
  1. An applicant shall submit an application form for revocation with a registered impression of a seal to the commercial registry.
  2. A registrar of the commercial registry shall examine the application and notify that application form is submitted to the Certification Center.
  3. A registrar of the Certification Center shall revoke a certificate by recording the certificate in the Revoked Certificate File. A certificate recorded in the Revoked Certificate File shall be retained for a certain period of time, which may be the same as the period which the commercial register shall be retained.

(ii) Procedures for Suspension of a Certificate
  1. A subscriber (a director) intending to request certificate suspension service shall report his/her PIN used for the service to the commercial registry when submitting his/her public key.
  2. When suspension is needed, a subscriber shall send all required information necessary for the procedures of suspension like the company number and the PIN to the Certification Center on an on-line basis.
  3. A registrar of the Certification Center shall check the information and suspend the certificate by recording the certificate recorded in the Certification File in the Suspended Certificate File.
