Work of Land and House Investigators

Land and House Investigators perform the following tasks:

(1) Examination and surveying of land or buildings necessary for the registration concerning the legal description of real property
(Examination and surveying of land and building refers to research and surveys to determine the physical condition of real property (land or buildings). For example, to register a parcel of subdivided land, the property boundaries must be confirmed by acquiring materials such as maps furnished by registry offices and prior property survey maps, inspecting the current condition of the land and the ownership of neighboring land, and conducting a survey based on these results.)

(2) Representing clients in connection with registration application procedures of real property
(Application procedures for registration of real property refers to registration application procedures to register buildings when newly constructed and for a parcel subdivision based on the results of examination and surveys in order to reflect the physical condition of real property in registers.)

(3) Representing clients in connection with the procedures to request administrative review for registration of real property
(Requests for examination refers appeals filed with the Director of the District Legal Affairs Bureau or the Legal Affairs Bureau by a person who deems the registrar’s actions regarding the registration of property unfair.)

(4) Representing clients in connection with parcel boundary demarcation procedures
(Parcel boundary demarcation procedures refers to the procedures taken in the system to identify parcel boundaries registrars based on external expert opinions from applications by landowners.)

(5) Representing clients in connection with private dispute resolution procedures pertaining to civil disputes caused by unclear land parcel boundaries

* Work related to consultations is included in duties for (1)~(5).
* Only land and house investigators who have been certified by the Minister of Justice as having the necessary skills to carry out work related to being proxies in private dispute resolution procedures can conduct the duties for (5) sharing joint responsibility with attorneys.
