ASEAN-Japan Good Practice Seminar on Intellectual Property and the Judicial Symposium on Intellectual Property 2025 were held.

 On 22 October 2025, the Ministry of Justice of Japan, in collaboration with the ASEAN Secretariat, the Asia Crime Prevention Foundation (ACPF), and the Economic Research Institute for ASEAN and East Asia (ERIA), convened the ASEAN-Japan Good Practice Seminar on Intellectual Property (Good Practice Seminar). Following this, on 23 and 24 October, the Ministry co-organized the Judicial Symposium on Intellectual Property (JSIP) 2025 together with the Supreme Court of Japan, the Intellectual Property High Court, the Japan Patent Office, the Japan Federation of Bar Associations, and the Intellectual Property Lawyers Network Japan.
 
 Launched in 2017, the Judicial Symposium on Intellectual Property (JSIP) is the largest international symposium in Japan dedicated to intellectual property. In the context of globalization of business and the cross-border spread of intellectual property infringement cases such as counterfeiting and piracy, intellectual property protection has become a critical issue in ASEAN and beyond. JSIP has consistently provided a forum to discuss these pressing challenges. In parallel, based on Japan’s long-standing cooperation in legal technical cooperation with ASEAN, the Ministry, since 2024, also organizes the Good Practice Seminar as a follow-up initiative under the ASEAN-Japan Work Plan on Law and Justice (endorsed at the ASEAN-Japan Special Meeting of Justice Ministers in July 2023). This seminar aims to further promote the sharing of legal systems and good practices on IP dispute resolution among ASEAN Member States.

 In his opening remarks, Mr. TSUTSUMI Yoshiyuki, Assistant Vice-Minister of Justice, referred to Japan’s more than 30 years of legal technical cooperation in the ASEAN region and the achievements of JSIP in advancing international discussions on IP. He also emphasized the growing need to address counterfeit goods and trademark infringement on e-commerce platforms, expressing hope that this seminar would strengthen practitioner networks and deepen ASEAN-Japan cooperation.
 This year’s seminar was built on the discussions at JSIP 2023 and focused on countermeasures against counterfeits in e-commerce. In the sessions, participants exchanged views by sharing information on legal systems and practices on “Issues Concerning Trials in Trademark Infringement Litigation,” mainly with the participation of judges, and “Enforcement on Trademark Rights,” with active contributions from government officials.

Judicial Symposium on Intellectual Property (JSIP 2025) (23–24 October)

 JSIP 2025 was held on 23 and 24 October with the theme “Evolving Approaches to IP Dispute Resolution: Marking the 20th Anniversary of the IPHC”. On 23 October, the Ministry of Justice's session featured presentations by practitioners from Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Japan on two key topics: (i) Border Enforcement of Intellectual Property Rights Infringing Goods, and (ii) Countermeasures against Internet-based Intellectual Property Infringements.
 In his closing remarks, Mr. MORIMOTO Hiroshi, Vice-Minister of Justice, reflected on the day’s discussions and emphasized the active exchange of views in the Ministry of Justice’s session among ASEAN and Japan’s practitioners had deepened mutual understanding on countermeasures against IP infringement. He further stated that such knowledge sharing contributes to enhancing capacity for dispute resolution in the ASEAN region while providing valuable insights for Japan’s legal professionals and business community.
