The Ministry of Justice of Japan held a side event on reducing reoffending at the 35th Session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ)
The Ministry of Justice of Japan held a side event on reducing reoffending at the 35th Session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ), in Vienna, Austria, from 1 to 5 June 2026, in cooperation with the United Nations Office on Drugs and Crime (UNODC). This side event aims to contribute to enhancing efforts to reduce reoffending in respective countries, with a particular focus on initiatives within correctional facilities that provide treatment and reintegration support tailored to the individual characteristics of each offender.
Side Event
At the opening, the Vice-Minister of Justice, Mr. MORIMOTO Hiroshi, stated that preventing reoffending is a common challenge in criminal justice systems around the world, and it is important to discuss effective measures to prevent reoffending. He also expressed his expectation that this event would deepen understanding of initiatives undertaken by various countries and contribute to the improvement of measures to prevent reoffending toward the realization of safer and more secure societies.
Following the Opening, Mr. YAMAUCHI Yoshimitsu, Director of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), and Dr. Phiset Sa-ardyen, Executive Director of the Thailand Institute of Justice (TIJ), introduced efforts and initiatives such as training programmes drawing on the United Nations Model Strategies on Reducing Reoffending (Kyoto Model Strategies), which Japan played a leading role in formulating and were adopted by the United Nations General Assembly in 2025.
Subsequently, in the panel discussion, initiatives and best practices regarding correctional treatment and social reintegration support tailored to the characteristics of each offender were shared by Japan, Uruguay, and Canada, followed by an exchange of views on the development and implementation of policies in the respective countries.
From Japan, the Director for Policy Planning of the Prison Service Division of the Correction Bureau, Ministry of Justice, shared Japan’s latest correctional initiatives.

Plenary
Prior to the side event, the Vice-Minister of Justice, Mr. MORIMOTO, delivered a statement as the head of the Japanese delegation at the plenary. In his statement, he emphasized the importance of promoting crime prevention measures and policies to reduce reoffending. He also stated that Japan will continue dedication to advance these efforts.
Furthermore, youth recommendations adopted in March this year at the 4th “Global Youth Forum for a Culture of Lawfulness”, co-hosted by the Ministry of Justice and UNODC, were presented to the CCPCJ. Youth voices are expected to serve as key points of reference to policy makers and practitioners of UN Member States.
