At the 34th Session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ), Parliamentary Vice-Minister of Justice, Mr. KANDA Junichi delivered a statement on behalf of Japan. Additionally, Japan held side events.

 From Monday, 19 May to Friday, 23 May 2025, the 34th Session of the United Nations Commission on Crime Prevention and Criminal Justice (CCPCJ) was held in Vienna, Austria.
  
Statement by the Parliamentary Vice-Minister of Justice, Mr. KANDA Junichi
 
 The CCPCJ, a functional commission of the United Nations Economic and Social Council (ECOSOC), comprises 40 Member States elected by ECOSOC from UN Member States. The commission is responsible for guiding and reviewing the implementation of the UN's crime prevention and criminal justice programmes.
 Since its establishment in 1992, the CCPCJ has convened annually in Vienna. Japan has served as a member of the CCPCJ since its inaugural session.
 A government delegation from Japan, consisting of the Parliamentary Vice-Minister of Justice, Mr. KANDA Junichi and representatives from the Ministry of Justice and the Ministry of Foreign Affairs, attended the 34th session.
 

High-Level Statement by Parliamentary Vice-Minister of Justice KANDA

 At the plenary meeting, the Parliamentary Vice-Minister of Justice, Mr. KANDA delivered a high-level statement as the head of the Japanese delegation. In his statement, he highlighted Japan’s ongoing efforts called "Justice Affairs Diplomacy," a key initiative aimed at promoting values such as the rule of law and respect for human rights in the international community. He also underscored the importance of further implementation of the "Kyoto Declaration," adopted at the 14th United Nations Congress on Crime Prevention and Criminal Justice (the Kyoto Congress) held in 2021, and appealed for support for the draft resolution on the Model Strategies on Reducing Reoffending (Kyoto Model Strategies, KMS), which embodies one of the key themes of the Kyoto Declaration. He also called for support from member states for the next Congress to be held in Abu Dhabi, United Arab Emirates, in April 2026, and expressed Japan’s strong support.

Side Events Co-Hosted with UNODC

 In addition to the high-level statement, Japan co-hosted side events with the United Nations Office on Drugs and Crime (UNODC) at the session:

Birth of UN Model Strategies on Reducing Reoffending: Taking Action Towards a Safer Society with Broader Participation of the Community

 This side event focused on the "Kyoto Model Strategies (KMS)" – a set of UN standards and norms on reducing reoffending which Japan played a leading role in its development. Experts shared insights and best practices related to the KMS, and participants engaged in vibrant discussions on promoting the best use of these strategies globally.

Amplifying Youth Voices in Decision-Making and Intergovernmental Processes for Fair, Just, and Safe Societies and Strong Institutions

 This side event highlighted the importance of empowering youth in the justice sector, as emphasized in the Kyoto Declaration. Ms. Shuren OTGONJARGAL of Mongolia participated as a panellist in this event. She is the co-chair of the 3rd Global Youth Forum for a Culture of Lawfulness, which the Ministry of Justice of Japan and UNODC jointly convened in Kyoto, Japan in February 2025. At the forum, Ms. OTOGONJARGAL shared her experience when she discussed legal and judicial issues with youth participants from diverse backgrounds and worked with the co-chair, Ms. Celia MAZY from France, to bring together and coordinate the various opinions of the youth participants into a set of "recommendations." She also emphasized the importance of youth participation in the policy-making processes within the field of law and justice.

 During the CCPCJ session, Parliamentary Vice-Minister of Justice KANDA also held bilateral meetings with Ms. Ghada Fathi WALY, Executive Director of the UNODC, as well as the Honourable Petrus Johannes Groenewald, Minister of Correctional Services of the Republic of South Africa Mr. Abdul Rahman Murad Hassan AlBlooshi, Assistant Undersecretary for International Cooperation and Legal Affairs at the Ministry of Justice of United Arab Emirates (UAE)
