The 4th Global Youth Forum for a Culture of Lawfulness was held from 5 to 7 March 2026.
The Ministry of Justice of Japan held the “4th Global Youth Forum for a Culture of Lawfulness” in Tokyo from 5 to 7 March 2026.
The “Kyoto Declaration”, adopted at the14th United Nations Congress on Crime Prevention and Criminal Justice or so-called “Kyoto Congress” held in 2021, highlighted the importance of youth empowerment. Against this background, the Ministry of Justice of Japan, in cooperation with the United Nations Office on Drugs and Crime (UNODC), has been convening the Global Youth Forums on a regular basis.
In the 4th Forum, 84 participants from 43 countries / region gathered and discussed under the theme “Youth and Community Engagement in Preventing Re-offending Through Social Reintegration”.

At the Opening Ceremony, following the welcome speech by Professor Emeritus OMURA Masahiko, Chief Executive Director and Chair of the Board of Chuo University, as well as the opening remarks by Mr. MITANI Hidehiro, State Minister of Justice, and Mr. John Brandolino, Acting Executive Director of UNODC, Her Imperial Highness Princess Tsuguko of Takamado delivered a congratulatory address.

Opening remarks by Mr. MITANI Hidehiro, State Minister of Justice
After the opening ceremony, lectures were delivered by Mr. NOGUCHI Soichi, an astronaut. Mr. NOGUCHI shared an inspiring message with young people aspiring to make their mark on the global stage. Following that, Dr. SHIKATA Ko, Professor of Chuo University, spoke on the role of community engagement in preventing re-offending and supporting social reintegration.
Over the course of the three-day Forum, participants engaged in lively discussions on the current state of social reintegration support and effective collaboration between youth and local communities. They shared insights on recidivism prevention initiatives in their respective countries and engaged in passionate discussions about the necessary perspectives and challenges for supporting the smooth reintegration of offenders into society, focusing on the roles of youth and local communities.
At the end of this forum, a set of recommendations was adopted. These recommendations will be presented to the United Nations and expected to be a reference to policy makers and practitioners.
