If you are interested in participating in the 4th Global Youth Forum, please apply by 10th December 2025, 11:59 p.m. (Tokyo time GMT+9).
If the number of applicants exceeds the limit, the secretariat is to select participants based on the information provided in their application form.
The result of the selection will be notified by the mid of December. At that time, we will also inform you whether travel and accommodation expenses will be covered. Then, you will be requested to confirm your acceptance of the selection. (Google Form may be used)
[Requirements]
- Those between 18 and 30 years old
- Those who are fluent in ENglish and can engage in the discussion in English without the need for interpretation
- Those who can attend all programmes at the forum in person
- There are no specific requirements regarding faculty, occupation or expertise. However studies or experience in relation to the topic of the forum would be an asset, if the number of applicants exceeds the limit.

■Travel and Accommodation Expenses
Ministry of Justice of Japan will bear a part of travel and accommodation expenses for participants. However, due to budget constraints, those expenses may not be covered for participants from certain countries/regions.

Feedback from a participant of the 2nd Forum
I participated in the 2nd Global Youth Forum for a Culture of Lawfulness through an introduction by a professor at the university. It was held during my second year of university. The Forum attracted me because of my interest in English and international activities, so I decided to participate without hesitation.
The Forum was conducted entirely in English. Even though I was not fluent in English, I thoroughly enjoyed meaningful conversations with other foreign participants during dinner.
With the support of moderators who facilitated the discussion with their expertise in law and justice, I was able to contribute effectively during the discussions and completed the two-day event without any concerns.
The experience of participating in this Forum significantly enhanced my confidence in working in environments where languages other than my native tongue are spoken and in actively expressing my opinions in front of others.
These newly acquired skills proved invaluable in various academic settings, such as when presenting assignments in university seminar courses.
Currently, I am a fourth-year undergraduate student preparing to advance to a master’s program next year. My experiences at the Forum were pivotal in my decision to proceed to the master’s program.
Through the discussions, I was inspired by exchanging ideas with participants from various nationalities and backgrounds, often encountering perspectives and concepts I had never considered.
During the dinner session, I had the chance to engage with both undergraduate and graduate students, as well as legal professionals. Their insights on graduate studies and career paths inspired me to prepare diligently for pursuing postgraduate education.
From now on, I would like to develop my skills further, including my English proficiency, through participation in other training programs at my university. I believe these efforts will provide a strong foundation for my graduate studies and future career.
