Public Security Examination Commission

What is the Public Security Examination Commission?

The Public Security Examination Commission is an extra-ministerial organ of the ministry with the aim of maintaining public security. Upon receiving an application from the Director-General of the Public Security Intelligence Agency for regulatory actions on subversive organizations stipulated in the Subversive Activities Prevention Act or the Act on the Control of Organizations Which Have Committed Acts of Indiscriminate Mass Murder, the Commission examines the application from an objective and neutral viewpoint and makes a decision on whether any control measure is necessary or what control measure should be taken.

The following are examinations and decisions the commission has made.

 

(1) Upon receiving a request from the Director-General of the Public Security Intelligence Agency for the dissolution of Aum Shinrikyo under Article 7 of the Subversive Activities Prevention Act, the commission decided to reject the disposition request on January 31, 1997.

 

(2) Upon receiving a request from the Director-General of the Public Security Intelligence Agency for surveillance of Aum Shinrikyo under Article 5 of the Act on the Control of Organizations Which Have Committed Acts of Indiscriminate Mass Murder, the commission decided to place the organization under the surveillance of the Director-General of the Public Security Intelligence Agency for 3 years on January 28, 2000, and decided to renew the surveillance period for an additional 3 years on January 23, 2003, January 23, 2006, January 23, 2009, January 23, 2012, January 23, 2015 and January 22, 2018.
