Delegation of Organs and Specialized Agencies of the United Nations, IAEA and inter-governmental organizations

Note: Each delegation is kindly requested to keep the number of participants at the minimum in consideration to the COVID-19 measures in place. The maximum number of in-person participation for delegations of Organs and Specialized Agencies of the United Nations, IAEA and inter-governmental organizations will be determined and communicated separately by UNODC.

Application of ‘Special Measures’ and ‘Alternative Measures’ for Ministerial-level Congress Participants

  • Participants of Organs and Specialized Agencies of the United Nations, IAEA and inter-governmental organizations equivalent to ministerial-level including his/her entourages (the delegation must include Ministerial-level participants as the head of delegation while the number of his/her entourages should be kept minimum) are subject to the ‘Special Measures’ on the condition that they observe the following ‘Alternative measures’:
  • A negative COVID-19 test result obtained 72 hours prior to departure (from the sampling time to departure time of the flight) (original or copy).

  • Entry/Departure limited to Kansai International Airport (KIX).
  • Participants are required to undertake a COVID-19 test upon arrival and wait for the result at KIX (estimate waiting time: 1 – 2 hours).
    * In case HOD is arriving by a special aircraft such as a Government aircraft or a chartered aircraft, embassy officials including Ambassador are requested to wait in a meeting room in the Business Jet Terminal “TAMAYURA” while HOD and his/her entourage are waiting the results in the Lounge area. After HOD and his/her entourage test negative, welcoming party from embassy can greet HOD. When seeing off HOD, there will not be such a restriction.
    *In case HOD is arriving by a commercial flight, embassy officials including Ambassador are requested to wait at Arrival Lobby in Terminal 1 and greet HOD there. HOD and his/her entourage are assisted by the airport team of the Secretariat from the gate where they disembark to Arrival Lobby including CIQ process such as COVID-19 test upon arrival and VIP lounge.
    When seeing off HOD, embassy officials are admitted to enter the restricted area with the airport ID (customs silver pass) which will be applied beforehand by the Secretariat.
  • Public transport must not be used (hired cars and shuttle buses will be arranged by the Government of Japan).
  • Travel destinations limited to designated airport-accommodation-Congress related venues.
  • Participants are required to avoid contacts with residents in Japan.
  • Participants are required to obtain overseas travel insurance before traveling.
  • Participants are required to practice proper counter-infection measures such as wearing masks and social distancing.
  • Participants are required to stay at designated hotels arranged by Japan and refrain from leaving the accommodation unless it is for official purposes for the participation in the Kyoto Congress.
  • Conduct monitoring on the health condition during the stay in Japan.

Visas

All participants travelling to Japan are required to carry a valid passport and obtain entry visas. Applications for visas must be made well in advance. Entry visas to Japan must be obtained prior to arrival and visas will NOT be issued at any Japanese airports on arrival.
Visas will be issued to registered participants in the Congress (registration will have to be done through UNODC at https://v2-reg-demo.unog.ch/別ウィンドウ ). In order to secure timely visa application processing, please send a photocopy of your passport to the host country Government (kyoto-congress2020@mofa.go.jp) by 24th February, 2021. Subsequently, participants are encouraged to apply for a visa at a Japanese embassy, consulate-general or consular office in parallel with the registration for the Congress as soon as possible, but no later than 24th February 2021.
It should be noted that the processing of visa applications may take longer than usual, so all participants are urged to apply as early as possible.
