Border Control and Quarantine Measures for Oversea Participants

Current status of general border control restrictions

Currently, foreign nationals from designated 152 countries and regions are not permitted to enter, unless special exceptional circumstances apply. Those who enter, re-enter or return to Japan (including Japanese nationals) are requested to submit a certificate of negative pre-entry COVID-19 test result conducted within 72 hours (from the sampling time to departure time of the flight) upon their entries. This measure is effective for all incoming travelers until the lifting of the state of emergency, regardless of whether traveling from the countries/regions subject to denial of permission to enter Japan or not. All people entering Japan are requested to refrain from using domestic public transportation and observe 14-day self-isolation after the entry. ‘Special Measures’ in place to receive participants for the Kyoto Congress

Japan has put in place strict border control in general for all travelers as shown above; however, in the event of hosting the Kyoto Congress, ‘Ministerial-level participants’ from delegations of Member States and international organizations will be exceptionally exempted from the border control restrictions with an eased 14 days self-quarantine for the purpose of participating in the Kyoto Congress (hereinafter referred to as ‘Special Measures’).
