The 2nd World Congress for Community Volunteers Supporting Offender Reintegration

Following the Asia Volunteer Probation Officers Meetings in 2014 and 2017 and the 1st World Congress for Community Volunteers Supporting Offender Reintegration in 2021 as a side event of the 14th United Nations Congress on Crime Prevention and Criminal Justice (the Kyoto Congress), the 2nd World Congress for Community Volunteers Supporting Offender Reintegration (WCCV) was convened.
The 2nd WCCV was hosted by the Rehabilitation Bureau of the Ministry of Justice of Japan as a side event of the 6th World Congress on Probation and Parole in The Hague, Netherlands, on April 17, 2024. Volunteers, researchers, civil society organizations, and government officials gathered together to share their knowledge and experiences on issues such as strategies for the further promotion of community volunteers engaged in offender rehabilitation, as well as challenges such as recruiting new volunteers.
At the 2nd WCCV, the participating experts, practitioners, and organizations endorsed the Declaration designating April 17—the date of the Congress—as “the International Day for Community Volunteers Supporting Offender Reintegration”. The Declaration is expected to enhance international recognition of the significance and of community volunteers supporting offender rehabilitation, further accelerating the global promotion of community volunteer systems.
The Rehabilitation Bureau of the Ministry of Justice of Japan will remain committed to leading international discussions aimed at enhancing awareness, and further promoting the utilization, of community volunteers in the field of rehabilitation and reintegration of offenders.
