The mask and jumpsuit which SARA-Chan was wearing are symbols of a delinquent subculture associated with motorcycle gangs in Japan.

He is the president of ASHIKA Construction Ltd., which is a cooperative employer.
He hired HOGO-Chan, who was under his supervision, and taught him to be interested in his work.
Apparently, he used to be a dropped out.

He is very serious and even plays sports with the penguins due to his competitiveness.

He is the Hogoshi who was assigned to supervise the delinquent HOGO-Chan and support HOGO-Chan’s rehabilitation.
On his tail fin, he is wearing a Hogoshi badge, which identifies his status as a Hogoshi.
He blows water when he is happy and having fun.

The Ikiru sign is a symbol which was created in commemoration of the 50th anniversary of the offender rehabilitation system in 1999.
This was created from ancient Kanji as a motif, which means “To live” and expresses the idea that people are to live towards the future like buds growing on a tree.
