He is wearing a yellow ribbon and an Ikiru badge, which certifies that he is a “rehabilitated penguin”.
He has been kind and has supported the rehabilitation of delinquent penguins who would like to rehabilitate themselves.
He no longer styles his hair like a rockhopper penguin.

HOGO-Chan, when he was a bad penguin.

 

HOGO-Chan used to be a bad penguin who committed many delinquent acts.
He was proud of his hairstyle, which was dyed yellow like a rockhopper penguin.

SARA-Chan (penguin)

 

She wears a yellow ribbon and an Ikiru badge, which certify her status as a “rehabilitated penguin”.
She has been kind and has supported the rehabilitation of delinquent penguins who would like to rehabilitate themselves.
Even now she loves horse mackerel and sardines.

SARA-Chan once was the leader of the delinquent penguins.
Her favorite foods are horse mackerel and sardines.
The mask and jumpsuit which SARA-Chan was wearing are symbols of a delinquent subculture associated with motorcycle gangs in Japan.

Master ASHIKA (sea lion)

He is the president of ASHIKA Construction Ltd., which is a cooperative employer.
He hired HOGO-Chan, who was under his supervision, and taught him to be interested in his work.
Apparently, he used to be a dropped out.

He is like an elder brother to penguins and plays sports and is a tutor as a member of the Big Brothers and Sisters Movement.
He is very serious and even plays sports with the penguins due to his competitiveness.

She is like an elder sister to the penguins.
She gathers penguins to play with and becomes a good mentor for them.
She is very good at handcrafts, so she make Ikiru badges.

OKOJO is a member of the Women’s Association for Rehabilitation Aid (WARA).
She always shows understanding for the importance of rehabilitation of delinquent penguins.
She always wears a pearl necklace with the symbol of WARA.
She is good at cooking fish.

Mr. KUJIRA (whale)

He is the Hogoshi who was assigned to supervise the delinquent HOGO-Chan and support HOGO-Chan’s rehabilitation.
On his tail fin, he is wearing a Hogoshi badge, which identifies his status as a Hogoshi.
He blows water when he is happy and having fun.

The Ikiru sign

The Ikiru sign is a symbol which was created in commemoration of the 50th anniversary of the offender rehabilitation system in 1999.
This was created from ancient Kanji as a motif, which means “To live” and expresses the idea that people are to live towards the future like buds growing on a tree.
