 Special events are discussions and presentations organized by the MOJ, ASEAN member states or international organizations on topics that are in connection with the themes for the ASEAN-Japan Special Meeting of Justice Ministers.
 During the events, participants such as government officials, experts, individuals working at international organizations and non-governmental organizations, will discuss and share their views on topics such as the rule of law and the respect for human rights, and will share their various initiatives to the international community.

Efforts for the Realization of a Society of Harmonious Coexistence with Foreign Nationals in Japan
SUMMARY:
The number of foreign residents in Japan has been increasing year by year, reaching approximately 3.07 million by the end of 2022. Approximately 30% of them are from the ASEAN countriesーViet Nam, Philippines, Indonesia and Thailand.
As the number of foreign residents continues to rise in Japan, the Immigration Services Agency will introduce its latest initiatives to realize a "Society of Harmonious Coexistence" between Japanese nationals and foreign residents. In addition, Professor YUKI Megumi of Gunma University, whose research aims to build a multicultural society, will introduce the current situation in Gunma Prefecture, where a large number of foreign residents live, as well as efforts made by local residents or organizations to achieve the harmonious coexistence with foreign residents.

Keynote speakers and panelists having a wide variety of backgrounds will report and discuss various issues in the area of international arbitration and international mediation, which include topics such as division of roles between the private sector and the judiciary in international dispute resolution and ensuring mechanism for appropriate cross-border dispute resolution and its enforcement.
Through this Event, we expect that the importance of revitalizing international arbitration and international mediation as the means of maintaining and ensuring rule-based international order will be reconfirmed among relevant organizations and officials of invited countries as well as private practitioners. We also wish the Event will be an opportunity to contribute to further information sharing and human resource development in this area.

Realising the ASEAN-Japan Regional Cooperation: Developing knowledge partnership on data collection and learning from good practices from Southeast Asia
SUMMARY:
The session is aimed at supporting the ASEAN-Japan regional cooperation on the rule of law and people-centred justice by coordinating data collection to measure success in a key strategic area. The session consists of three parts. The first is to identify existing data on the rule of law and people-centred justice in ASEAN member states and Japan. Second, the session will identify the rule of law and justice data needed to realise the ASEAN-Japan regional cooperation in the field of rule of law and access to justice in the future. Approaches to knowledge partnerships, including how to jointly collect and analyse rule of law and justice data in the region, will be explored among ASEAN member states and Japan. Finally, there have been several success stories of people-centred justice in Southeast Asia. The session will identify and share some of these achievements with the group. This should inspire and energize other ASEAN members and Japan as they move forward in their regional cooperation.

Spearheaded by HRH Princess Bajrakitiyabha Mahidol of Thailand, the Bangkok Rules bring to the forefront the spirit that transforms the way we understand and address the needs of justice-involved women. To move forward, it is important to ensure its full implementation. Equally important is that we build upon such endeavor and offer appropriate and effective treatment for all individuals with special needs in order to ensure that no one is left behind in the criminal justice system. This event will provide an opportunity to share and learn about advancements in the treatment of women prisoners and current efforts to address the special needs of vulnerable groups in prison, discuss existing challenges and deliberate a shared vision of a desired future state to achieve inclusive and gender responsive criminal justice policy and practice.

The Research Department of the Research and Training Institute, one of agencies of the Ministry of Justice, conducts comprehensive research on criminal justice policy. Recently, in order to carry out research from an international perspective, it is also working to cooperate with other countries.
